As of late 2024, secondary Campaign vetting was introduced as a new requirement for some Connectivity Partners (CNPs) in the A2P 10-digit long code (10DLC) Campaign approval process, where certain Direct Connect Aggregators (DCAs) now partner with a second DCA to review Campaigns. This additional layer of compliance review has led to extended vetting delays and increased rejections due to varying guidelines between DCAs.
When a Campaign is submitted to The Campaign Registry (TCR), it undergoes DCA vetting for compliance with Cellular Telecommunications and Internet Association (CTIA) and carrier guidelines. Secondary vetting requires Campaigns to pass through two DCAs that may have different interpretations of the guidelines, significantly slowing the process.
