How the Cut Off of Unregistered 10DLC Traffic Affects the Sole Proprietor Use Case

Unregistered 10DLC Traffic is Being Shut Down

It’s no secret that by the end of 2024, all A2P 10-digit long code (10DLC) traffic will be formally blocked industry wide. Syniverse is the last major Direct Connect Aggregator (DCA) to still support unregistered 10DLC traffic, but has announced their cut off for December 1, 2024. Here’s why this matters for software providers currently supporting sole proprietors and the sole proprietor messaging use-case on 10DLC. 

What is the Sole Proprietor Use Case in 10DLC SMS/MMS 

In 10DLC messaging, a sole proprietor (SP) use case serves SPs that do not have EIN or Tax IDs, such as brand new or small businesses. The Campaign Registry (TCR) created a specific registration process to support such entities and enable them to leverage 10DLC messaging, but with rigid rules and requirements to avoid exploitation of the use case. 

Who is Responsible for Managing SP Requirements? 

Each player in the 10DLC ecosystem plays a role for managing these requirements for SPs. Firstly, as a software provider that enables SPs to send 10DLC messages, you must be familiar with the requirements of the SP use case and vet your customer. You then must ensure that you are able to manage and enforce the SP rate limits per Carrier, per Campaign. 

The SP rate limits are: 

  • 1,000 messages/day on T-Mobile
  • 15 messages/minute on AT&T

You, the software provider, also must provide monthly reports to TCR on each SP Campaign and messages sent and received. 

Your API provider, AKA your Connectivity Partner (CNP), must be able to support the SP use case on their end to enable you to offer this to your customers. This is partially dependent on whether or not the DCA that the CNP uses supports the SP use case. These are important questions to ask when vetting new CNPs. 

When your SP customer submits their Brand through TCR registration, TCR will review and verify whether or not the business meets the requirements to utilize the SP messaging use case. When your SP customer submits their Campaign through TCR registration, the DCA that your CNP works with will review that Campaign and will approve or reject based on whether all requirements have been met. 

The SP Use Case and Unregistered 10DLC Messaging 

Based on the strictly enforced rules and regulations around enabling and using the SP messaging use case, software providers have struggled to find CNPs that can support their SP customers. This has led to the majority of SP traffic being sent unregistered. 

It goes without saying that the unregistered 10DLC pathway has become more and more challenging due to the rise in filtering and Carrier pass-through fees, but even more importantly, this will no longer be a viable pathway at all by Dec. 1, 2024.
